독일의 시청료에 해당하는 GEZ요금이 내년부터는 방송이용료(Rndfunk-Gebühren)로 명칭을 바꾸어 각 가정마다 일률적으로 요금을 징수하는 방식으로 변경된 가운데 면제 대상을 두고 논란이 일고 있다.
자발적 신고 방식을 원칙으로 하던 기존의 GEZ 요금의 징수 방식을 2013년부터는 각 가정 당 매월 17.98 유로를 일률적으로 부과하는 방식으로 변경하기로 하였다.
(사진: Bild지 전재) 이번 결정이 방송 이용가능 기기의 수량을 많이 보유하고 있는 젊은 층이나 부부, 여러 명이 모여 살고 있는 학생 주거지역의 경우에는 기존의 GEZ 징수 방식에 비해 적은 요금을 납부하게 되는 이점도 있지만 신고방식과는 달리 수신 기기를 이용하지 않거나 이용할 수 없는 시민까지 요금을 납부해야 한다는 점에서 문제가 되고 있다.
특히 방송 수신기기의 이용이 어려운 시각 장애인, 청각 장애인 및 시각 및 청각을 상실률이 85% 이상인 경우 시청료의 납부대상에서 제외하기로 결정하였다. 또한 일반적으로 시각 및 청각 상실이 보편적인 노인들이 모여 거주하는 양로원의 경우에도 시청료 납부대상에서 제외할 것으로 알려졌다.
서비스 이용료를 간접세의 방식으로 납부하게 하는 것을 두고 아직도 논란이 마무리되지 않은 가운데 앞으로도 시청료 면제대상의 범위를 두고 시민단체와 정부간 줄다리기가 이어질 전망이다.
